The parking brake mechanism sounds like a cat was being killed by a rusty. I've had a couple parkbrake faults and if a power cycle didn't take care of it, a visit to the dealer was required.

The fault has to be in the wiring from the park brake ecu which is located on the rear of the vehicle on the park brake motor assembly, when the place is cold the contacts do not make contact , there is 4 wires from the brake switch to the ecu will need to replace or run an overlay harness, that lights illuminate.
